On Screen Keyboard

A bit of a bug thats annoying the hell out of me.
When in 'Metro' the on screen keyboard pops up fine as it should...
But anything in the 'desktop' (eg, windows explorer, FFox, whatever) I always have to 'manually' pop-up the keyboard from the task bar.
Is it meant to be that way?

Unfortunately, that's a common complaint about Windows 8 tablets... The desktop is still somewhat lacking in terms of touch support.
