They're not compacted. There is something like compacted files in Windows 8.1 with OneDrive.

If you're running Windows 8.1, then OneDrive can use placeholders on your local machine which are pointers to the full file in the cloud that take up less space than the full file. In that sense it takes up less space but the file doesn't really exist on your PC so if you're not connected to the internet you can't open it.

If you're using Windows 10, you have to choose what folders to sync. If a folder is synced everything in it is on your PC and it is not compacted.
