My Dell XPS 13 touch screen w/windows 10 randomly does not work? What can I do?

The touch screen will be working normally and suddenly I realize it isn't responding. It is very variable and often the only way to bring it back is to restart the computer.

Get the screen replaced under warranty. I've had something similar on the xps15 and a couple of inspiron devices.
