Cannot register an Window Phone Developer account !

First of all, I'm sorry if I post this question in a wrong box, I cannot find anywhere suitable for this.

My problem:
I'm registered an Window Phone Developer account, I'm fill in all exactly info into "Payment" step, but when I press the "Purchase" button in the "Purchase" step, its show me an error:

Service error
Your payment account is not valid. Click Continue to update your payment account and try again.

How can I fix it, I use a Prepaid Visa Debit card and a Dreamspark code because I'm just a student, I cannot register a Postpaid card.
Please help me. Microsoft has charged 12$ from my Visa, 1$ for each times but I still cannot register an account. Thank you.
PS: I also received an email that congratulate me for new account but when I submit an app, It requested me to register again from begin. This is my email:

The 2nd choice. I need an account to post my app to store. How can I get that ?
