Touch scroll doesn't work fro some web pages

I am using a Surface Pro (original). Some web pages will not scroll with touch, including the Bing search results page. To scroll, I must use the stylus to create and manipulate a vertical scrollbar for these pages or connect the keyboard and use page up/down. I believe that this behavior has just begun with the Bing search results tab, but has been ongoing for some other pages. Other web pages in other tabs in the same Edge instance work fine.

Any suggestions?
 
I started seeing the same thing yesterday on a Surface Pro 3, Surface Pro (2017), Asus Transform Book T100, and a Dell Venue Pro 8 using Edge or Internet Explorer (there's at least a scrollbar with IE, but with Edge you're out of luck). Chrome works with Bing, and Edge & IE work with other search engines.

After not working last night and most of today, I am just now able to scroll bing search results by touch. So, it works again. I did nothing that I am aware to fix this.
 
Just tried again as well, and it works for me now, too. Also took no action to resolve.
