I have an iconia w3 and the internal memory is running low but i have a 64 gb micro sd card that is sitting there, mostly empty. Is there a way to install apps from the windows store onto the external micro sd card?
 
No, not supported because of potential abuse, i.e., side-loading, etc.

You can cheat via the registry, you can Bing it.
