Windows Store will not let me Download Apps While on Mobile Hotspot?

I have an HP Split x2 13.3 hybrid and a Dell Venus 8. Both of them when I use Internet from my phone, I can not download any apps from the Windows Store. I can do everything else, but I get an error message in the app store. Has anyone else seen this or know why this happens?

I've noticed that Windows 8 can tell when its connected to a metered connection when I tethered it to my 920 back when i had it enabled. Perhaps its an automatic safety feature?

What does the error say? out of curiosity
