Opinions for a tablet that meet specific requirements

Hey all. In need of some advice. Looking for suggestions for a suitable tablet for mass deployment at my workplace office. Needs certain requirements met, for consideration:

-10"+ screen size
-Minimum screen resolution of 1366x768 (1080p would be nice, if possible)
-Must have attachable keyboard (either as a separate accessory or included)
-Must be compatible with AT&T mobile networks
-Must NOT be RT
-Must have modern processor (Bay Trail, Haswell, etc - needs good performance, while maintaining as extended of a battery life as possible).
-Must have access to full sized USB ports (on device would be preferred, on keyboard might be acceptable)
-Must have video out with VGA as an option

Considering this is for mass deployment, cost is a major factor in the decision process. If there is a cheap alternative that can satisfy this requirements, hopefully, without sacrificing build quality, please let me know. I'm open to suggestions.

First tablet to mind is the Dell Venue 11 Pro, although I'm not 100% sure regarding LTE and an official VGA out, although I dont think a dongle is out of the question.

There are probably last gen models on Clover Trail Atoms, worth a look, although I dont know for sure how much the performance hit is compared to current Bay Trails.
 
A dongle for VGA is definitely acceptable. It's what we use for our ATIV Smart PCs right now. Clover Trail is definitely a last resort option, though, as some end users are definitely not happy with performance on the ATIV Smart PCs. Also, doesn?t require LTE, just AT&T compatibility, though I'm not sure if non-LTE models are still being made.
