You would definitely use a 13A as a replacement, HOWEVER, if the adapter blew a 13A fuse, then it may have a problem that's much worse than a blown fuse. That means the circuitry attempted to deliver more than 13A, which means there could be a failure somewhere else.
It could have been from a voltage spike, but that also means the adapter is unable to regulate the voltage properly, and it may be possible to damage your laptop by continuing to use that particular charger.
I would recommend purchasing a replacement. By the time you replace the fuse and make sure you don't have any further damage to the charger, you may end up being out more than the price of a replacement.
There are many universal laptop chargers on the market. I recently picked up
one for use in the US from Amazon, as an example for you to look at. This one, while being able to handle worldwide voltage, doesn't come with the cable for non-US plugs. It does come with the cable for plugging into a car's accessory plug, which is a nice bonus, and the tips that come with it work with most laptops on the market. Perhaps there is a version of this with the appropriate country plug, I don't know.
Just a bit of advice. Mind you, I'm not there to properly examine your charger, so I can't say for sure there is anything further wrong other than the fuse. That may very well be it, but in many cases the fuse is a symptom of further damage. That's why the fuse is there... in case something fails that would cause the charger to overload your laptop and cause it to catch fire, the fuse blowing will protect your laptop... and possibly protect you from a house fire due to a damaged charger. It is definitely worth making sure of on this point.
