Hard to say. I'd say the 640's fate is more closely tied to the 830, 640 XL, 735.

While they seem similar, the 650 is still significantly different and it came out with 10 which could be a factor.

On the last round of upgrades there were five common limiting factors.

1) Most significantly, Carrier Branding: This is a sticking point. Carrier's need to approve the upgrade. For those who have, their users are in. Once upgraded to W10M all OS (and stock App) updates come straight from Microsoft under WaaS (Windows as a Service). Once upgraded to 10 the updates will be delivered straight from Microsoft unless new Firmware is needed which would touch the radio. This has been a huge problem in the past, every update needing carrier approval. The new model removes carriers from the equation in almost all instances. Once over the carrier hurdle from 8.1 to 10, you are "in the club" and will get future benefits.

2) OEMs: If you have a Lumia, Microsoft is your OEM and all is good there. For non Lumia devices it becomes the same as above. If your OEM passes the upgrade to 10 you are "in the club."

3) 512MB of RAM: It was determined that 1GB RAM was more appropriate as a minimum. Frankly this was a long time coming. It is surprising how long 512MB RAM phones lasted on this platform. Witness also that many 512MB phones are running Insider quite nicely on the Threshold builds. I believe this limiter is more future forward than current. With the planned expansion of features under Redstone and beyond, plus the expected narrowing of feature differential between desktop and mobile this only makes sense. 1GB RAM as a minimum should probably hold up for at least another two years... Maybe...

4) 4GB Internal Storage: It's just becoming too squeezed at 4GB to get the whole OS in and leave room for daily read/write operations. Like the above, this is sound future forward planning. 8GB as the minimum may not last as long as the 1GB RAM limiter, however. This is just a guess. Observe that 650 has 16GB Internal and other OEMs seem to be trending that way for W10M devices at the entry level...

5) Quad Core SoC: Not really a worry after this current round. How many phones are currently being produced on single and dual core SoCs? The next limiter on SoC may very well be 64 bit instruction. That one is probably furthest away...


So to answer the direct question: 640 should get updates just the same as 650 for the foreseeable future. That length of time being Redstone 2 in Spring of 2017 at a minimum. Beyond that it is hard to say as we have no glimpse past that point yet. My guess is that 16GB Internal Storage as a minimum would be the first hardware "fail" that will prevent 640 from following along with 650 in the update department.
