Battery saver-time remaining mystery ??

Well today i was looking at the battery saver app in my lumia 540 running wp 8.1 update 2 n i dnt get how battery saver calculates time..
My phone has 45% battery n it shows remaining time as 16 hrs n when i set battery saver to always it shows remaining time as 18 hrs 44 mins n when i set it to when battery is less than 20% then it shows time remaining as 21 hrs 33 mins this means if i set battery saver to always i will get less life compared to which i get on when it falls down below 20% so what i dnt understand is if battery saver is running the whole day it shud give my phone more life but according to the stats when i turn it on below 20% it will give me more time but it will only function when charge gets below 20% rather than working full time(always option) cud someone plzz explain me the reason for this..

My only guess is that maybe it estimates time left based on your usage of the phone?

You would think so, but it's hard to know with these kind of things.

Actually It's simulated remaining time not the exact time.
