After 2 hard resets, the add account repeats

I used my HTC 8s for more than 2 years. I was satisfied except for the limited internal storage.

I installed WP8.1 version 8.10.12400.899 at that time. Since I stuck on preview, I bought used Nokia 930.

I made hard reset to HTC 8s and now I can't sing in to Microsoft account. After i press Microsoft Account It loads few seconds and returns to the page "Add an Account".

What should I do? Any experience about this issue since I could find anything in internet.
