Why doesn't my 8X connect to my windows tablet?

I have recently bought a windows 8.1 tablet as I have an HTC8X updared to 8.1. I was thinking as both are microsoft devices connecting the two together would be simple? not so....when I use a USB cable all I get is a continuous connection tone, when i go into connected device settings on the tablet the phone doesnt show up so therefor not connected? also when I try to connect via bluetooth I still cant connect. Can anyone help with this issue or have had similar problems?

you have to download "windows phone" app in the store for it to work.
