Yeah you are right for the Surface Pro 2, my SP2 does that. Are you doing this on a Surface Pro 3 and it lights up? (mine doesn't light up at all no matter where I hover my hand)

YAY! This is the best solution so far! It doesn't touch anything else, just adds the Hibernation option! The other solution to alter the "HKLM\System\CurrentControlSet\Control\Power\CsEnabled" removes the sleep option so that's not great. Thanks!!!! :)
