Windows Phone’s biggest problem was the lack of developer support compared to iOS and Android. Would Windows 9 have solved that? If not, the answer to your question is no.
Isn't that what advertising is for? Besides, how likely is it that an Apple customer would be lured into a Microsoft store by an Android phone, especially when the same apps are available on iOS?
I don't have anything to hide, but I think you should have the right to privacy(or at least, the ability to control what data is given, to whom, and for what purpose) whether you have something to hide or not.
You say you're holding out for the Surface Phone, but I'm not sure how that'll affect the app gap in any way, except having a more advanced device to NOT have many apps for.
The Surface Phone could be made out of solid unobtainium, have a battery that lasts for weeks, and dispense cappuccino, but it won't solve the one problem that plagues W10M/WP: apps.
