Keeps restarting after latest insider update - Lumia 540

After the last Insider update (slow ring) my sister's Lumia 540 is restarting again and again
like when she turns it ON it restarts when it shows Windows Blue Logo
and keeps restarting on this Windows Blue Logo.

and now her laptop is not detecting the device because it is restarting again and again..... Please helpppppppppp what should we do....

use windows device recovery tool on your pc

Device Recovery tool not working --- because laptop is not detecting my phone. it says Device not Recognized.

Use a USB cable to connect your phone to your PC. If your phone isn't automatically detected after you connect it, disconnect your phone, select My phone was not detected, then follow the on-screen prompts. If your phone still isn't detected, try restarting it while it's connected.

i also did that, and from the options i selected "Lumia Microsoft Phone" after that it is saying "waiting for connection" and not detecting my phone.
and my phone still restarting on its own "while staying on Blue Logo of Windows"

Try a different pc, or remove the battery and put it back and try again
already tried that. actually when i put battery back in and connect to my laptop, phone starts going on and off itself. if i dont connect the wire it stays off.. unless i press power button.
the main issue is that cannot detect on any PC or Laptop. all PC at home and office and Laptops running on windows 10.
because mobile is restarting again and again i took the battery out now. so it stays Off.

find a service centre and take it to them for repairs - that's the only other thing I can think of

By the way, did your sister use the insider builds on her main phone or a secondary device? Insider builds aren't supposed to be used for your main phone due to the risks

Actually i am using Insider Build for may main phone on Lumia 640XL but on (Slow Ring Option)
and never had any issue. But before that i had Lumia 535 and had some issues but whenever i had any issue i used "Device Recovery Tool".

but this time cant even detect 540 on laptop. I will take it to service center in Blue Area Pakistan. I hope they know how to fix it.
But coz of Eid Holidays Service Center will open after 7-8 days :cry:
