Free Office on SP3 or not? I'm confused!

Ok, so obviously we've all heard about the deal MS is giving for free Office for mobile devices. Does this apply to SP3 or just IOS and Android? I have a SP3 and just got a Office 365 subscription some months ago in order to unlock the full Office on my device (because as you know it doesn't come with it). MS is giving prorated refunds for those that bought Office 365 after March and before Nov 7 or something. Anyway, do I get a refund? What happens to Office 365 MS users?

The SP3 runs 64-bit desktop Windows, not a mobile version of Windows or Windows RT. Therefore, Office is not free. It requires a standalone installation of Office 2013 or a subscription to Office 365.

The Surface Pro 3 is treated the same way as a desktop/laptop computer that runs Windows/OS X, since it runs desktop Windows, not a mobile version.

You are not entitled to any refunds.
