How can I connect my Nokia 1520 to my Windows 8.1 desktop?

I downloaded the windows 8 app for desktop. nothing happened

plug the usb cable that came with phone in to computer.
make sure phone is off then plug usb in to phone.
let phone boot up. drivers should self install.

also go in to settings and then scroll down to usb.
tap usb and then check allow usb data connection.
