Windows 8.1 update is yet not official on the air or at store to update, so how could you expect it before 8.1, You may get an update 8.1 from an app named preview for developers. As far as Cyan update is concern, follow WpCentral on twitter to get early update.
I too follow them on twitter and their(windowcentralapp) app is free recently Some App of the Day developer gave it...
