How to enable Cortana in Win 8.1?

I am using a Windows 8.1 device (8.10.14219.341). Previously before the update I was able to run Cortana just by downloading the English (United Kingdom) Speech in my device.
But now, I am unable to download any other Speech, and hence unable to use Cortana.
Please help me with this never ending problem as I have tried many things including using 5 different wifi (incredibly fast) connections, restarting etc.
Didn't try to reset because I have lots of apps installed.
Anything from the store is getting smoothly downloaded but the speech shows "Downloading Language" and sometimes "Error downloading Language. Tap to try again". PLEASE HELP.
Internal memory is vast, so no issues with that.

What about your internal memory? You'll need enough to download languages

The only other thing would be changing your region speech and language to English US

it happens to me as well..i almost gave up, until i received an updated allowing me to download the language..
