how to use the Nokia Lumia 521 in a South Korea cellphone network?

Since February 2014 i have sim-unlocked my lumia 521 & was able to use it in the philippines Globe network from march 'till june.
now i'm in south korea for a 2 year teaching contract & have not successfully been able to have any of the cell network providers get the 521 to work with their service.
a fellow teacher mentioned that it may be due to the fact i need to do a device-unlock beside the sim-unlocked i've already done.

Here's the list of mobile operators in South Korea. The network bands maybe different from that of your 521, i.e.,
GSM network: 850 MHz, 900 MHz, 1800 MHz, 1900 MHz.
WCDMA network: 850 MHz, 1700 - 2100 MHz, 1900 MHz.

it turns out that according to the diligence of an acquaintance in south korea that used to be a celltech for a compnay in seoul, that the nokia 521 was manufactured @ 6 months before nokias were allowed by the country's cell network to be used here.
