Trying to update Lumia 521 from Windows 8.1 to Windows 10 TP, getting your phone is up to date

I have installed the Windows Insider app and set it to Insider Fast. The phone reboots. I go to Phone Update under Settings and click check for updates. It comes back saying "your phone is up to date". I have repeated this process multiple times with the same results. I also tried hard resetting the phone and no such luck. Any ideas why I am not getting the Windows 10 update?

Just heard that W10 TP was pull off for Lumia 52x models for the many problems when downgrade to WP8.1 and using the recovery tool software. Some of those phones even got bricked. So, until further notice, no W10 TP for 52x models for now.
