Go to account.live.com , sign in, and change your birthday so that you are now at least 18, kid.

Microsoft checks the the birth date in your MS account and determines which apps your are allowed to install. And in this case you need permission of an adult to download these apps.
So if you made a mistake in your birthdate login in your MS account and change it.
If your parents did the setup talk to them.

You can probably register in windowscentral and ask it in proper forum for 635.
As such you can change My Family settings after logging on to windowsphone.com
