Anyone try an International Lumia on any North American LTE or 1700 MHz WCDMA?

Nah that specs are just for show only. There are only 3 version at this point. One version is international and it does not contain the AWS band for both 3G and LTE. If you search around other region, you will find that it is same specs for some region. One version is N/A version which consist of AT&T and Rogers. At this point, only Rogers device has been confirmed to have AWS band for both 3G and LTE. AT&T is only speculation because we won't know for sure until someone get it unlock which probably 3 more months, and then it is based on what firmware that device has been flashed.

So the specs that they show are all the bands that S4 can support, but they can disable some of them to accommodate the carrier of that particular region.

Hmmmm. So my question really is whether the unlocked (unbranded) ones have all the bands enabled? In mu country carriers don't sell the phones directly.

What you're really asking is, is there a Lumia 920 with 9-band LTE? The answer is no. There appear to be two penta-band variants (North America and Rest of World). It is believed (confirmed?) that the AT&T firmware then "locks off" a band that they do not use (and that T-Mobile USA does).

I don't think that there's a 9-band LTE device running any OS on the market anywhere.
