WP8 has Data Sense, and WP7.5 does not. Nokia created Counters to fill the Data Sense gap for the Lumia users on WP 7.5

As far as I can tell, this is limited to certain US carriers at the moment.

Verizon will be the first operator in the US to launch Data Sense on all Windows Phones this coming holiday, while other partners will roll out the feature next year.

Yeah, but it's not even a sure thing that Data Sense is coming to AT&T...... AT&T to support Data Sense for Windows Phone? It's a possibility | Windows Phone Central

yea but counters is not carrier enabled , which is why it should be released on wp8 for everyone that has a carrier that wants to be assholes and not enable data sense

Data sense feature by Microsoft (only enables by carriers)

Counters app by Nokia - currently not supported by wp8
