Stock AT&T rom to AT&T Dev rom

Quick question. Does the ATT Dev rom still have the tethering restrictions in it where it tells you to dial 611 when if you don't have a tethering plan? Would like to bypass that so I can use tethering but keep LTE. Has anyone gone this route and can advise.

So I just tried flashing that version to my black AT&T 920 and it gave me the error Platform ID check fails. Says the FFU file is not meant for this product. Platform ID of image does not match with the platform ID of the device. Mine is black AT&T lumia 059L848 and I downloaded the rom via NCS trying to go to product code of dev edition 059R2L5

Anyone that has flashed their Lumia to a different rom have any ideas?

So I looked up how to do a dead flash but I don't have any option for it. I am using NCS 5.0.0 (2013.1.3) do I need a different version? or am I missing something?

You need to flash to Roger's rom first, then to 059R2L5 dev rom or Euro dev rom

But doing that means I can't go back to stock at&t rom correct? At least that's what I read on xda.
