    I have only one question... "Like the Smart PC, it supports 3G / 4G connectivity, with AT&T's LTE network being the spectrum of choice in the US." Does this mean I can make calls with it?

    Over Skype yes, but I don't think there is anything built into Windows 8 that will allow you to use it like a cell phone.
