The problem you have run into is that fixing this problem has been left up to Samsung, and they have a horrible history of fixing their phones problems. This probably effects a small enough percentage of devices to not warrent a speedy answer by Samsung. That is my thought on this anyways.
They did replace the phone! and they waived off the restocking fee so it was free
How many boxes did they go through before finding a Rev 1.3 device? I went to my local corporate store, and they only checked one box and said "we get them in batches, so if this one is Rev 1.4, all of them are Rev 1.4." They didn't check anything else. I currently have an open "case" with "ICS," or whatever it's called (after five calls to customer service). I'm really hoping they can source a Rev 1.3 Focus so I can get the updates, as it seems that we might be SOL with regards to the Rev 1.4 devices :(
