Chrome doesn't open on top in tablet mode?

Title says it all really.
Chrome when in tablet mode pops under anything else that is open. Edge perhaps predictably opens on top as one assumes chrome should.
Have to go to task view and select Chrome manually to get to it after opening.

Any ideas as to how to fix this?

I think there are some focus issues with Tablet mode at the moment. Suggest creating a Feedback hub report.
