I ended up starting from scratch and eventually fixed it. It was also happening with Music and I fixed that by starting over and using the Phone App for Windows 7 to sync the music instead of doing it manually.

My mistake, I was using the wrong Live account. It's restoring now, downloading data, under the correct account.
