I want to learn to develop apps, but I want to develop a cross platform app (Universal Windows, iOS and Android) I want to know where to start. Which programming language is best for all operating systems.

Which type of apps? You can develop cross platform using visual studio(c# or vb .net) and xamarin.if its a web app you can use phonegap(cordava) using html,JavaScript.

At last there is no single programming language that can work directly across all platforms leaving out html,java,php(used for creating websites).
