No such thing. Even if there was, it won't block the ads in other apps due to Windows Phone sand boxing technology, where a third party app cannot interfere/modify/control another app third party app - what it can block is its own ads, which would defeat the purpose of allowing ads to appear in itself in the first place.

What's possible is a web browser that has an ad-blocker add on, but it seems that this type of web browser doesn't exist in the store, yet.

If you have an Interop-unlocked phone with full FS access, you can replace the host file in \Windows\system32\drivers\etc with modified hosts file such as this.

I did this on my Lumia 1520, and it blocks most of the ads while browsing web.
Someone suggested adding s.adduplex.com and adduplex.com to your modified HOSTS file blocks some ads in the apps. However, some ads leave behind empty placeholders.

I won't suggest trying this if you don't like playing with system files.
