what do you mean by cloud computing?
do you plan to use it as a part of the cloud server infrastructure?
then I'd say no, because surface pro is really designed for portability, but not for a heavy computational unit.
From my personal experience, if the CPU loads on the surfaces devices are kept high for extensive amount of time (like encoding videos for 20 hours straight) the screen sometimes shows a thermometer, saying it overheated and shutdown because of it.

You'll need to be more specific. Cloud computing. Running web apps? Cloud storage? Azure portal? What do you mean by that.

And is this for the surface pro, or the surface laptop?

Most portable devices point towards the cloud for storage aspects, if that's what you mean. Microsoft has gone to (in a big part) to cloud options through all Windows 10. But yes, you need to provide more detail for this to be better understood in order for anyone to provide a proper answer.
