Microsoft is touting the surface laptop for students and basically everday people who could even be satisfied with windows to S. However (and correct me if im wrong here) , the laptop seems to be pretty capable in terms of power. So here I am wondering just how good of a machine it would be for app developers or IT specialists even.

This will depend on your usage. If you want to compile things up run Android Studio or Visual Studio you should be grabbing at least an i5 with an 8GB RAM. But if I am you I will just grab an SP4 / Surface Book.

From the Core i5/8GB model and up should be fine as long as you are doing things that don't require heavy GPU usage and you upgrade it to Windows 10 Pro so you can use your tools that you can't find in the Store. However I'd like to point out that there have been several threads asking the same question, so I'd highly suggest you to look after those next time.

You'd want more RAM if you use virtual machines, but yeah, the 8GB model should be pretty good for most needs. And don't forget Win10Pro.
