Wifi-Calling buggy?

I have noticed at times that my 521 will have wifi calling activated and enabled (green tile) and phone calls and text messages do not come in. Having realized this I will randomly restart the phone every 6 hours or so and then multiple messages and sometimes voicemail notifications come in. Just tonight I had calls coming in but delayed text messages. Has anyone else experienced this, is there a fix?
