Windows 10 constant stutter even while idle

Hi,

Today my laptop started to stutter at all times.
Every 1 second, it freezes for about half a second.
Even to load the welcome screen.

I've tried updating drivers, I've done a full windows reset, and it's still stuttering.
CPU usage is high doing nothing, spiking up and down constantly.

It doesn't stutter in safe mode.

Current windows version is 1803.

Any ideas on how to fix this would be much appreciated.

Welcome to the forums. What model laptop do you have?

Edit: I saw this part after I posted....since it doesn't stutter in Safe Mode, it would most likely be an issue with an app or program you have installed. I would try killing everything from starting up, and see if that makes a difference.

Welcome to the forums! What apps do you have running in the background? Do you have any AV apps running scans? Try booting in to Safe Mode and see if that helps? If everything is fine there, boot back in to Windows normally, run Task Manager > Startup and start disabling each startup item, one by one. Disable one, restart, see if performance improves and repeat.

Hopefully disabling one will improve your system performance and you will then have found the cause of your system stutter and you can then take action accordingly.
