HW Engineers, Project Managers...late game HW Updates?

I know with software it nearly impossible nor advisable to add features this late in the release cycle...but I was wondering


1) If it is possible for an OEM to add internal storage HW features this late in the development process?

2) Has there ever been a case where a phone OEM decided to add more ram weeks before release just to match a competitor?

Being that we are < a month away from release, i can't see anything changing in the phones, they will be released to manufacturing already.

That said, phones like the HD7 had different editions for different carriers, so most had 8gb, but some had 16gb, so the work may have already been done.

It may also be the case, that phones have internal SD card slots (was it the focus that had one in WP7?) so its easily changable, but not an advertised feature.
