Microsoft has announced they give 1yr free upgrade for win 7, 8, 8.1. What about those who are using insiders programme? Will try get free for life time?

Nope they doesn't give free u have to buy Windows 10 if u doesn't have an activated 7/8.1

I believe they were talking about office programs will be given for 1st year free than you will have to pay.

For all windows 8.1/8/7 users it will be a free upgrade if they do it within 1 year of the launch. They will get further updates after one year and no u won't need to pay for it.
After 1 year if u try to upgrade to W10 from a W8.x device u will need to pay.
Most people think that free upgrade for 1 year means after the year end they need to pay or downgrade to old version but this isn't true.

^^^ This ^^^

If you are on a legacy version (XP, Vista, ME, 2000, Whatever...) and you join the insider program that will end and it's functionality will cease at some future point in time. You will then have to pay to get Windows 10 installed. Microsoft does not give free install rights to testers, so far as I know or have experienced as a former beta tester on Office suites.
