Screen sizes <8" mentioned at the Win10 presentation

Can anyone expand on what was mentioned yesterday regarding the <8" screen size. I think those sizes were considered "small" but what does that mean WRT Windows 10? And why isn't 8" not a small screen.
 
This means that if OEMs make new tablets (<8 inch) that they do not have to pay Microsoft for the installation of the OS.
Why 8. They have to draw the line some where.
And the target market for these "small" tablets are consumers who want to buy a cheap tablet..
 
It's the difference between a Windows "Phone" UI and fully desktop capable X86 UI I would think.
