Yes, that is a giant statue of King Leonidas as represented in the movie 300, or at least it looks like it.

No, Microsoft does not have any affiliation with that movie. Why then, is this statue featured?

Because Spartan will be the name of the browser, of course!

That's enough proof for me, at least.
