broken settings..cant update help..build 9926..help

So i wanted to install the new build 10041 but it was installed 9926 first, now i thought fare enough, gonna go to the settings and update again but
the modern setting app wont open, just stuck on blue settings logo.I open control panel and the windows update option is not there so i am stuck

btw start button also doesnt work nor does the action center open and no modern app opening

took almost 12hrs..got it updated to 10049...but action center,start button,start menu,spartan and all modern,apps still dont open...what to,do?

Modern app fix:
:
1.Run Windows PowerShell as an administrator.
2.Run the following PowerShell command: Get-appxprovisionedpackage ?online | where-object {$_.packagename ?like ?*windowscommunicationsapps*?} | remove-appxprovisionedpackage ?online
3.Reinstall Mail, People, and Calendar located in the old store (not the new, beta version).:

noob here, how to run powershell as admin (start menu doesnt work so i dont know how to open it...any keyboard shortcut or command prompt shortcuts?)
