Is this normal/ok in windows 10 Tech Preview 10049

today I noticed this
when I access some website in IE.11 it take me to some "cloudflare scanning" and directs me to the website
is this normal in windows 10 Tech Preview 10049

I was thinking it was some website-based thing.

Because I saw it on one specific website yesterday when I was fixing up my music's album art.
