Why Microsoft harassing the world with the development of the new operating system?

First: There is no harassment.
Second: It is not the world.
Microsoft is simply consulting its users, a certain portion of the population, on developing the new Operating System through a Technical Preview Program. Now, the users aren't forced or required to join the program and Microsoft specifically stated this in numerous occasions, explicitly saying that there will be bugs and that the program is intended for those with the technical skills and who are willing to risk or have an extra device that could be broken by the bugs in the OS.
Users are asked to agree with the terms and conditions and read the disclaimer before moving forward so joining is done with the full consent and awareness (hopefully) of the user. One can Infer from the number of complaints (some of them seemingly clueless) as to why their phone is no longer doing this, booting up, missing this or that feature during W10 that there are 1) users who can't wait and 2) users who didn't prepare themselves adequately by reading.
Who's fault is it, then, if the user didn't read such disclaimer and the several articles posted online about joining the Technical Preview?

Yeah you're right.. And here I was thinking MS was doing a great thing involving users in the development of the OS according to their needs and demands.

Agreed.
OP, you are free to start a new thread that better explains what you mean. It's so obvious that MS isn't harassing anyone (or did they march into your home and install W10 on your computer?), that allowing this thread to continue makes no sense.
