I have tried registry tweaks, powershell commands, nothing works. I can't get start button to work anymore :(

What's the device?

If its a physical button, maybe it... broke?

Have you tried a refresh? (or reset)

Is this after updating to 10074, 10122, or 10130?

Happened to me after updating to 10074 from 8.1. Ended up doing a clean install of 8.1 and still waiting for the official ISOs for Slow Ring.

After 10122. Seems to be a common problem but I have tried the suggestions online to no avail. Really don't want to refresh or reinstall :(

Same thing happened to me on 10130... none of the usual fixes worked. I ended up backing up to 10074.

How do you downgrade to 10074? I can't even get access to settings app or windows update. No metro app launches. No start, no Cortana, no notification or action panel. Nothing..:(

I think Chris had a USB installer of the 10074 ISO and reinstalled off it.

This bug has been around since 1007x sometimes changing monitors fixes it, sometimes tablet mode will fix it, the most consistant fix I've found was to just restart explorer.exe

Try installing classic shell if you can. That sort of worked for me when I encountered this. However explorer.exe would intermittently crash so would need a restart - build 10074.

I figured out the issue (for me anyway). Are you attempting to customize the start menu? (Personalization>Start). As soon as I tried to change any of the settings, the fly out stopped working. Changed them back, and the start menu came back.

Try switching to Tablet modus and then back to Desktop. Worked for me since 10130
Tried this. Didn't work. Still no Start menu. Can't get back to desktop as right clicking on the desktop no longer brings up the context menu that includes the Personalization option. Don't even know how I will upgrade to the next build since I have no access to the Settings.

Was able to re-enable desktop by pressing Win Key +I. However, after going this, I am back to square 1 Start menu still doesn't work, not do the taskbar icons.

I had this issue - Try this.
1. Right click on the desktop and select Personalise
2. click on Start
3. Change a setting - I found it kept breaking when I turned off "Store and display recently Opened programs in start"

Every time I turned this off the start menu broke.
