Can I manually download Get Windows 10 APP

I have 3 PC's. All 3 run Windows 7 Home Premium. All 3 are genuine Windows, all 3 have SP1 installed and all 3 meet the minimum systems requirements. All 3 are running automatic updates. Of the 3, only one has the Get Windows 3 icon. The other two don't have it and do not show KB3035583 in the update history. Is there a way to manually download and install the Get Windows 10 app?
