Windows 10 Storage Space

I know that windows 10 will take up 16GB of space on the hard drive. But is this space on top of the current amount that is taken up by the system or is it the total. So with my 32GB tablet will I need 16GB of space free to upgrade or is it that there will be 16GB free when it has upgraded?
