Windows 10 Build 10159 and 10162 FPS issue in games

With the last few builds I seem to get fps lock of 60fps in games, not sure why this is happening I thought it was only limited to 10162 however I now have the issue on 10159. Vsync is off. I have GTX 780 with 120hz monitor and i7 2700k@4.6Ghz. Tried installing drivers a few times same thing.

I have imaged the build back a few times however it always ends up going back to the 60fps lock for no reason.

Anyone else getting this issue?

OK i have confirmed it seems that maybe World of Warcraft is the only one suffering from this issue.

The following games do not suffer from this 60fps lock issue
Tomb Raider
Diablo 3
Witcher 3
