Why are my WP10 banners flashing?

WP10 Banners flashing

Just had an update overnight to what I think is Windows Phone 10.
The icons in the corner of all the banners flash constantly and pressing the banners does nothing.

Try a Soft Reset. Hold the Volume Down + Power buttons until the phone vibrates and reboots (about 10 seconds).
