Lost Windows10 - Had to make a recovery

Need help, I lost my windows 10 for PC. My PC resets and never go on again, it just gave me options to reinstall or recovery. Now I have Windows 8.1 and cant find the Windows Insiders App to get back to Windows 10 Insiders preview.
