My pc is a 64 bit bit machine which had 32bit vista pre-installed. Can I upgrade to 64bit with windows 10 and will I have to reinstall all programs

You should be able to install windows 10 64-bit on the machine, but not for free. You'll have to pay for a Windows 10 copy. And you will have to reinstall all programs.

Addition: if you have Windows 7 or Windows 8.1 on your system right now, then the upgrade will be free. But I assumed you have Vista, in which case the upgrade won't be free.

Jasper is correct that the upgrade is only free when going from Windows 7 or 8.1, not Vista. One other bit of info is that even if you had one of the Windows versions that includes the free upgrade offer, you can't move from 32-bit to 64-bit without a clean install.
